  2. Prepare Rice Papers: Fill a shallow dish with warm water and quickly dip each rice paper until moistened. Lay on a clean, dry surface.
  3. Assemble Dumplings: Place a spoonful of filling in the center of each rice paper. Fold over the filling, sealing the edges to form a dumpling.
  4. Cook Dumplings: Bring a pot of water to a boil and place a steamer basket over it. Arrange dumplings in the basket and steam for 8-10 minutes.
  5. Serve: Remove dumplings from the steamer and serve warm with soy sauce, rice vinegar, or chili oil on the side.
