- In a mixing bowl, whisk together flour, cocoa powder, salt, and baking powder until combined.
- In another bowl, cream butter, light brown sugar, and granulated sugar until fluffy, about 2 minutes.
- Add egg yolks and vanilla, mixing until pale. Gradually mix in dry ingredients until just combined.
- Scoop dough into 34 balls, pressing a well into each ball with your thumb. Chill in the refrigerator for at least 1 hour.
- Preheat oven to 350°F (175°C). Arrange dough on a baking sheet, leaving space. Bake for 9-11 minutes.
- Let cookies cool on sheet for 5 minutes before transferring to wire racks.
- Heat cream until just boiling. Pour over chocolate chips in a bowl. Stir until melted and smooth.
